I need a ruling

As we were driving from Ramnous to Oropos, we encountered this hiccup. Google directed us down this road.
  Of course, it was impossible for us to go further, but Randall thought that this was a connection that was simply obstructed by construction debris.

Now, when I got back into the car and showed him the photo, he maintained that this was somehow merely an obstructed intersection.  I was explaining to him about the 10' drop.  He didn't see it.  Do you?

Hint:  there is a double center line on the road.
